Facebook takes the KCC to court over slowdown fine

Facebook filed a suit against the Korea Communications Commission for fining the company in March, the regulator said Wednesday.

The social networking giant was fined 396 million won ($365,510) for illegally limiting user access to its services.

The Korean regulator concluded that it violated the local telecommunications business act by intentionally slowing access to Facebook for SK Broadband and LG U+ subscribers while it negotiated network usage fees with the two internet service providers.

Facebook, however, argued it cannot take responsibility for internet access speeds, as it is a content provider.

It said the slowdown was due to a breakdown in negotiations between local telecom companies.

Facebook’s suit was filed in the Seoul Administrative Court on Sunday.
